Okay, so I was just looking at pictures of this game on google to see if anyone had found any pictures R2-D2, and I found WAY more than expected. Are you talking about the characters in the banner? Because those have always been there, as you can see that post is from June 2015 before the game was even released.

His point is that they've modeled General Kenobi, Aurra Sing, R2, C3PO etc. I suspect the more important thing is character balance with their introduction to the game. We'll see them eventually.

C-3P0 Skill Set
- Basic - "Human-Cyborg Relations" - 3P0 taunts until end of the match, this effect cannot be dispelled.
- Special - "the Odds of surviving this Battle are 725:1" - 3P0 applies speed down, tenacity down & defence down to all allies.
- Unique - "Ooooh, they're shooting at us" - On damage, this effect deals unresistable damage to all allies. If R2D2 is present as an ally, this effect deals the damage to all opponents instead.

I'm not against buying different outfits for characters. Because some character iterations don't really need to be a fully separate character.

The only thing I took away from the link:
No news on the pricing or game details, but we will find out more about Galaxy of Heroes as E3 goes on. Hopefully, it won’t have the EA curse of terrible microtransactions.
